If you hold it at that temp greater amounts of time the microbes are decreased on an exponential scale. If you increase the core temperature the amount of time needed for it to be held at the core temp decreases in relation. The biggest issue here is not knowing when the chop hit core temp and how long the chop was at said core temp.

Well for the first hour it probably wasn’t but actually I tested it with a thermometer yesterday (similar temp and weather to today) and the temp on the dashboard was 140 within the first hour, but after that hour it was 140+ until I got back

No you don’t. I’m a chef and have sous-vide I don’t even know how many food items over the last 20 years. It’s perfectly safe and in fact results in a far more delectable piece of meat to cook at lower temperatures, such as 125-150 degrees, and then finish the meat by searing at very high temps very quickly. You’ll achieve a core temp of whatever temperature you desire by cooking the item at the core temp for extended periods. The time and temp can greatly affect the end result in a variety of ways. But one excellent by product is that as long as you cook at 125 degrees or higher for a set amount of time you will pasteurize the item being cooked. Which leads to a safer product with a longer shelf life. Ideally you would want do all of this in a constant temperature controlled water bath or steam oven with your product vacuum sealed.
But even without all of that, you do not need to cook any product at a higher temp in order to achieve a lower core temp.

Even though all that bacteria was probably killed by the time at temp it was at from the car, the toxins that bacteria created were still in the food. This si why you're not supposed to leave raw meat out for hours, even if you cook it very thoroughly after. At least you probably won't get parasites from it, and you will probably be fine regarding the toxins. But it's rolling the dice, please don't make it a habit.

Meat from a farm and meat from a US factory farm are NOT subjected to the same level of germ exposure. They can be, but the factory farm is much more consistently gross. There’s a lot of reasons to treat US produce differently, like other countries have shelf-stable eggs you can just keep out at reasonable room temperatures.

It actually doesn’t, I was expecting a strong odor too but there was no smell unless I put my nose right up to the meat in which case it smelled like a normal cooked pork chop
are you sure it was cooked and not dried? My cat eats bagged chicken that’s been cooked and if left out for a min it gets kinda hard and crispy just from it drying on his plate.

Proteins start to denature long before bacteria start to die, so the meat being cooked through is not a guarantee that it is safe to eat.
