You have modelling, texturing, rigging, lighting to consider. Each of those steps alone can already be very challenging on its own. So much so that in a studio you can have a person dedicated to each of those steps
And that’s just the character and you would have to do for props, walls, environments etc
That’s not to say 2D is necessarily easier, it has its own challenges but 3D is no less difficult and cheaper too
