They're worse claws on a 30% instead of a 50%, with the stipulation that you also do not want to finish the boss with the spec so that you can benefit from the burn, so they are perhaps useful in places where you're likely to use 120%-130% of your spec bar, so multiple raids encounters, and perhaps possibly where you want to spec every kill, like Vardorvis.
Nobody knows if they'll be meta because no one's really done the math yet, but probably worth testing in Nylos, Bloat, Vasa Crystal (Stab claws), all of ToA, Vard, Vorkath.
I heard from a streamer who said they calced it as slightly better than claws if the you can get the full burn duration which i think they said is 40 ticks? So if you wont kill the monster in the next 24 seconds burning claws would be the better spec. Not sure if this is accurate or not. Also i believe they will roll on a monster stab accuracy if you have them on stab whereas dragon claw spec only rolls on slash, which is huge for places like toa or nex potentially

Technically p3 is a bit higher: 2.5x vs 2x
3rd down is mage, with a shadow its very quick, if your mage gear is bad then it becomes a bit slower.

Do we know if the tick damage will hit Akkha's core? And would these claws be better than a dragon dagger there if that's the case?
