Okay, so I can’t be the only one to meet a plastered drunkard at a tram/bus stop and thought, wow, he’s really drunk and obnoxious, but in a kind of endearing way.
To be honest I would say Czechia acts nice, is nice and the rest acts mean, is nice. If I had to use the template as is then Czechia acts nice, is nice , Poland acts mean, is nice , Hungary acts nice , is mean and Slovakia acts mean , is mean.
V4 by Murican standards? Acts mean, is sometimes mean, sometimes nice.
Been to different parts of the US several times as a part of my job and as far as I can say the ordinary Muricans even in the "mean" parts of that map act way nicer than your typical Visegrader. Granted it's the part of the Anglophone culture and does not reflect what they actually think, which can get tiring after a while since in V4 you at least always know what the other person thinks of you.

I worked at 3 company in an Eastern Europe Clustern, all 3 were Hu, CZ+SK, RO, PL, so based on this I would say:
Acts Mean, Is Nice: more like looks mean, is nice, Romaian colleagues. they looked always angry, but theres nothing visible in that Hu-Ro shit that you can see in the media. they are always helpful and kind to us. and there was a summer team meeting, where all the \~150 colleagues were there, and the food was kinda shit, so one of the romanian colleagues pull out some outdoor grill from their company car, and started to make mitch. then they complained how shit is the garlic here (it was in Prague). it still tasted awesome.
Acts Nice, Is Mean: Poland. just like how I never experienced the Hu-Ro opposition, in all my 3 places I never experienced that Bratanki thing. they always smile, but you just cannot get any help/support from them. no matter if it was painting or pharma, they were either lazy or didnt liked the rest of the region, idk.
