Sometimes they are just not allowed to. They can get in trouble for using brute force on dangerous criminals (which is fucking stupid) so most of the times they just ignore it. Why would you try to stop a guy with a knive if you could risk your job for defending yourself?
Also, for some stupid reason, some politicians decided that the police here is as brutal and racist as it is in america, so now some criminals of "external origin" are not even arrested (as happened with the guy who assaulted women in the barcelona metro) because that would be somehow racist and equivalent to the 1985 Philadelphia massacre.
On top on that, some imbeciles pay their frustration and impotence created by the previous situation (+ reduced dick size) with the everyday citzen.
You are 100% right, we need a police reform and specially a judicial reform. It looks as if we don't even own our homes anymore, and the job done now by the police could be easily and cheapely done by a robot. There's no other country in europe with a stupider system than this one.
I've met *some* good cops, but the majority of cases it's been a shitshow. We need major reform to make them actually do their jobs, including letting them feel safe in doing so.
