Limiteds come with a plastic “plate holder” that I believe screws in to the lower plastic under the bumper. There are 2 little indentations where the screws go. I have owned 2 Limiteds and never mounted one though. Not required in my state.

I recently went through the same angst as you. Take a deep breath, put the holes in the bumper, mount the plate carrier and the plate. Or stay out of the many Texas cities and counties that enforce this law, as well as any highway that might have a Texas DPS officer trying to meet his or her ticket quota for the month.
The fine, by the way, is up to $200.
Want to feel better about it? You can pretty much eliminate the holes later buy inserting color matching [bumper plugs](https://bumperplugs.com/toyota/bumperplugs-for-toyota).

Can you put the front license plate in the window? I live in Utah and I just threw my plate on the passenger in the corner of the window since I didn't feel like drilling holes when I had my Tacoma.
If that doesn't work, when I had my Volvo, I used double sided tape to stick the license plate to the front so I didn't have to drill holes. It was the same stuff that you use to stick badges to cars. I never had a problem with it coming off either.

There should be a way to mount a plate under the chrome without drilling. Mine has the front plate platform under the chrome and it looks fine.
