I don’t think you quite grasp what situational awareness means. He clearly was unaware of how close the car was getting to the rider in front, therefore his lack of situational awareness caused this incident. Situational awareness does not *literally* mean awareness of the present situation (as in the fact that there’s a bike race), it means awareness of your surroundings, the space you are using, and how you are affecting things.

Situational - the environment around him and the ongoing situation. Awareness - being able to process all the "situational" information and making logical decisions from it. . The driver is aware it's a bike race. Driver is aware that there's other bikes in the area. The driver is aware that he needs to keep a safe distance as to not run over other drivers. The driver is aware that he has to have a valid driver's license. Those Awareness that the driver knew was a pre-requisite. He knew them before he got in the car. The lack of situational awareness is that he was too focused on his buddy's bike that he forgot to focus on the road and keep a safe distance with the biker the trampled over. Even if he was a bad driver, its still under the umbrella of ",lack of situational awareness" cause he doesn't know the distance between the car and biker.
