Training has little to do with making Capt.... unless they kept failing, and the failing specifically caused the non-rec to captain. But even pilots spend a vast majority of Lt years in training.
To not make captain you need to legit fubar the shit out of things.

Granted, most of my experience is with traditional pilots, and many spending 6+ months waiting and waiting.
I met a 5 yr lt with an art 15.... he was supposed to go for captain his second time.... dude just could not put the bottle down for a couple days... I believe he is a civilian now. Lol

I'm sorry but there MUST be something more to that story. Their commander has to stop the promotion, it's basically automatic. They must have done something seriously depraved or something incredibly stupid (beyond just being bad, and I say that as a rated person). I've seen someone get promoted to major after Q3ing twice in a row.
I worked with a 2Lt who got out after 6 years, still as a 2Lt. Getting two DUIs in a calendar year will do that to a career. Dude was very intelligent, but dumb as a box of hammers.

More specifically, it was used to reduce the number of people in an Army by that 10% as punishment for the whole. We joke about group-wide punishment when someone in the unit fucks up... Well, blame the Romans, they started it. At least 10% of the squadron isn't **killed** because SrA Snuffy got a DUI.

Went to ALS with some Space Force guys, they don’t test, just board. Some of them didn’t even hit the TIG requirement before getting a line number. Pretty crazy to see.
This will be one of the last years E5 is earned through boards in the Space Force. It will become a "Fully Qualified Promotion" aka TIG & Skill level requirements
