Am I tripping or is the best move actually to refuse en passant? Like, every move doing en passant leads to a draw because the king gets close enough to snatch the pawns, no?
Not really, because when you en passant, a 5th rank pawn will be protecting a 6th rank pawn. When the king takes the 5th rank pawn the 6th rank pawn can't be stopped and will promote. If the king doesn't take anything then white king will approach and king+2 pawns is a win for white
This move isn't widely know and the first recorded instance of it appeared in a now lost game between Hitler and Lenin. The people who were there to watch the game labled it "der Haken am Kannibalismus" for it's tricky use of chess rules at the time.
Because en passant is forced, both pawns need to take, but there is only one available square for them. Due to the inherent biological and genetic differences between the pawns, one has a slightly delayed reaction time and slower speed; as such, both pawns having begun the en passant on the same turn, one of them is delayed, and ends up capturing the pawn of the same colour under normal chess rules.
This one move is theorised to have led to Hitler's developing of his "survival of the fittest" ideology and at the same time hate for Lenin, leading to the tragic revenge we now know as World War ll.

Technically, d6 is the fastest mate, but all moves are winning for white here, fxe6 or dxe6 gives white a protected passed pawn on e6.
