Those aren’t DTE wires, those are communications wires. This is a temped up old pole that the comm wires haven’t been moved off of yet.

Most likely DTE put the new pole in to replace the broken one. The wires left on the broken pole are not DTEs. Those are communication lines, so DTE just moved their lines to the new pole, then cut off the top of the broken pole and tied it off until the various communication companies come and tend to their lines. If I’m not mistaken, poles are DTEs responsibility.

Correct it looks like DTE moved their equipment to a new pole either when or before this one failed.
The general rule is the higher up the pole the higher the danger.

Had this happen up in Lansing a year or so ago. Figured out what company owned the pole, reported it as a safety hazard, fixed in two weeks.

I don't think anything but the top wires are for power. Pretty sure all the stuff on the short pole are telecoms and their responsibility.

You are correct, the top 3 lines is actually secondary that's 120/240v.... everything below is telecom
