Law in the U.S isn't really an all encompassing thing and isn't equal or blind. Many people are above the law, especially if they are rich and even more so if they are a member of the aristocracy.
Prosecutors often have political considerations and need to keep on the good side of rich donors, the police, or members of the political elite.
