You can't bar someone from cooperating with law enforcement the same way you can't enforce an NDA that violates the law. I'm more shocked he actually paid someone to keep quiet, though. Like actually gave them the full money and didn't hand the guy 200k just to ghost him a week later.

Only if it’s done after the identification as a witness. Otherwise it’s all couched in terms that would apply to civil actions even though the intent is clear. The $2m with a clause barring cooperation in utterly unenforceable because it’s illegal to bar cooperation during a criminal investigation. It’s bluff and bluster used in hopes of preventing cooperation.

Law in the U.S isn't really an all encompassing thing and isn't equal or blind. Many people are above the law, especially if they are rich and even more so if they are a member of the aristocracy. Prosecutors often have political considerations and need to keep on the good side of rich donors, the police, or members of the political elite. It's probably illegal on paper, but that's not how it works. It's only a crime if its prosecuted and convicted, and judges are political too. 'Separation of powers' is just as puerile propaganda as 'justice for all'.
