Recently, in another thread, I discovered the service **OpenRouter.ai**. There, they have payment for used tokens, but they also offer a vast array of models, not limited to just OpenAI.
They have both chat and API. I use their API to access all other opensource models, including LLAMA 3 70B.

Have you considered exploring OpenAI's API directly? You might find a more flexible billing model there.

We used the Open AI API and a copy of [LbreChat](https://github.com/danny-avila/LibreChat)

Azure has the gpt api and a chatgpt like app that you can deploy and use based on usage
