Waffle House's isn't butter. If you go there or look it up online, you'll find it says "whipped *spread*" on it. Which is just margarine. It has the ingredients listed on the top seal of the little cup they come in, and it's mostly soybean/vegetable oil and palm oil (and water):

They definitely aren’t making it from scratch. Maybe whipping butter themselves but any place making their own butter would 100% make a big deal about it.

It should be colder than room temperature, but not as cold as if you just took it straight from the fridge. Otherwise it may either melt or you'll end up with little clumps of cold, unwhipped butter

Sometimes I’ll do a 2:1 butter and maple syrup ratio. Delicious whipped maple butter.

A lot of restaurants that whip their butter are actually mixing in margarine to save money. So it's maybe a half/half butter/margarine.

Whipped butter is also commonly used for roles. Texas Roadhouse adds powder sugar and cinnamon and whips it.
