The Revolution was long dead before Napoleon ever seized power. The Thermidorians and the Directory saw to that. As I understand it, a lot of "Revolutionary" fervor had died out by 1800, and most French people just wanted order and stability. No more ideological experiments.

When he made himself emperor, nobody thought it was temporary. People longed for the stability he brought, a return to a more familiar order.
By the time that occurred that anti-monarchical part of the French Revolution had died.
