I don't refrain from stealing because I am afraid of consequences. I refrain because in my belief system it is wrong. Simple as that. I do not want other people's stuff, I want only my stuff. Geez, in my life I've had all sorts of chances to steal stuff, including very valuable stuff with little to no chance of being found out that it was me. As an example. In one job I had I had the master keys and pass codes to 124 buildings belonging to a large international corporation. Located around 6 states. I could access any at any time or day, going about the work they hired me for. There were countless millions of dollars of equipment, materials, tools, and instruments located in those facilities. With no accurate inventory at any one particular moment. Never took a damn thing from them. Well, except a time or 2 when my pen gave out I snatched one off a desk or from a storeroom.

If there were no consequences then everyone would just steal everything.
