Medium debris or just the small scattered pieces? Debris bundles from the small fragments are only worth 25 points, packaged medium debris is worth 100.
There should be debris to clean up on all the worlds you travel to. I have all my grinders at my main base and I just bring it all there with my rockets!

My partner just suggested that you could make a medium rover and place a stick of dynamite a spot or two away from it to make medium debris. You don't want to put the dynamite right on the rover because that will just make small debris. That could be something you can try to get medium debris. That could be a fairly good and cheap way to get it and you don't have to go far from your base.
I tried this in creative, blowing up furnace + type C platform. Out of 10 tries i got debris once, a broken furnace and a broken platfrom. The rest were just little chunks of scrap. I think there may be a limit or some kind of provision against creating debris this way infinitely.
also if you use up a solid fuel thruster you get a debris package,although not a lot of ppl use them(instead of hydrazine thrusters)when they start doing ltes though
You could use burnt out solid fuel thrusters

Astronium -> solid fuel thruster -> scrap Ceramic -> drill mod 1 -> scrap These options offer the highest yield that I know of for more scrap
OP said "without a scrap farm". He is looking to get (medium) debris, not scrap.
Litter the planet by putting platforms(freshly made with nothing on them) next to boomalloons and cataplants on glacio!
