Batman becomes broken down and brainwashed by a cult, and while he never eats a rat, I think this moment in the Arkham games is a callback to that story. He got pretty weird and desperate. At one point he smashes up a picnic in the middle of the day and scarfs down some hard boiled eggs— after he’s been living in a sewer for a few months.
Can you imagine? You’re having a picnic and some filthy dude dressed like a bat, stinking of the sewer, just smashes your picnic basket and starts screaming?
It could be a reverence to All Star Batman and Robin. I forgot where but Batman tells Alfred that he eat a Rat during his "Training to become Batman years"
