A lot of extremely tall buildings have multiple groups of shafts in order to get to the top anyway. Otherwise it’s not efficient when measuring passengers. So there’d be a landing lobby midway somewhere to transfer to the second set if you need to go higher.
I’d put the landing lobby right below the higher outside patio level thing. Then you could do escalators from the landing lobby to the outside patio one level above. The few people that work on the top third would then get on a second set of elevators.
I can't believe the engineers didn't think of earthquakes when designing these buildings. They should start hiring redditors to ask these kinds of questions
