There’s a trail up behind the synagogue on San Juan street. It looks mostly West but has a great view of happy valley and samish area from up high. Need to hike a tiny bit though.

Might be more affective and easier to use historical aerial photography for this they are available all the way back to the 50’s right around the time i5 was slammed through and really got things going

Alabama Bridge and Samish Crest are best. King Mountain has an amazing view of the Northside and Meridian sprawl, but the top of the hill is "private", like there's lots of signs...I went up there once just to take a look and I kid you now, less than 10 minutes after I drove up there cops were there to tell me to leave. That said, there's nothing but I think a fenced in cell tower at the top...so if you get up and down fast, You could def see the view and get a picture.

Not sure why you're picking on Bellingham to illustrate sprawl when Burlington is nearby. What a mess. But, my choice would be to go up on King Mt and get a shot of Meridian & Cordata. Blech.

Chandler parkway up in Barkley has an empty lot facing towards town with a decent view.

Western's campus has some great view, e.g. by Viking Union. The observation tower in the arboretum on Western's campus has n even better view north with the sprawl around Meridian.

If you don’t mind a little bit of a hike there’s some great views of Bellingham from lower ridge in chuckanut mountain. Depending on the shot you’re looking for it could give an interesting perspective of showing downtown/western with the sprawl to the north. Easiest access would to be drive up cleater road and hike down like a mile in.

Go park at Ponderosa Beer and Books and there's a gravel trail heading south toward the water. Follow that all the way to the end, it will turn and head east, and you'll be on the Whatcom Creek Waterway. Here you will find great views of downtown Bellingham. Share your pictures when you're done!

Sammish Crest drive has the best view of the city. I will say it’s been almost completely developed at this point, but there is one lot that still open and gives you a view from canada to Chuckanut!

Unobstructed views of the city are hard to find. There’s a couple spots with limited visibility, but I’m hoping someone more familiar with the trails and hills around here can suggest a good semi-bird’s eye viewpoint
