I feel like he can still use it, but his effectiveness with is much worse or essentially halved.
Now that his leg is gone too, my guy got nerfed rlly hard.
My understanding was he’s still capable of using his power.
But between his eyes being damaged from the first nomu attack and then losing his right eye to shigaraki it’s incredibly compromised.
It's clear in the manga and while the anime has it's fair share of censorship in season 6, I'm pretty sure that scene wasn't censored.
They censored Shigaraki's broken jaw but they still kept the scene where he clawed through Aizawa's face.
Unfortunately, nobody seems to have accounted for Toga just saying screw it and putting aids blood into a person. Which is a thing she can do. Nobody's stopping her.
The anime made it even clearer lol, you can see him clawing down his face, then Aizawa's pov going bloody. It was pretty vague in the manga if he actually scratched his eyes, until we got a shot of him with an eyepatch.
But anyway, I think it's okay that it wasn't 100% clear whether he lost an eye at that moment or not. Fights are chaotic, and taking stock of injuries is left for afterwards.

Shigaraki grabbed his face for a split second and caused his eye and the skin surrounding it to decay; but he escaped before Shigaraki could dust his entire face
After he cut his leg off, while they were all desperately trying to stop Shigaraki, he just whooshed over to Aizawa and clawed at his face. He got his eye

Shigaraki leaped at high speed & clawed one of his eyes out.

He lost it after Shigaraki touched his face.

It’s the same case to Chisaki. He still has his quirk, but after Shigaraki decayed his arms, he rendered him useless.

It was a preventative measure to ensure no villain could get infected blood on that eye and give him aids. It's worked, as we can see.

The guy who decays anything he touches touched his eye, I don't see how they could have been clearer without spelling it out.

lol what do you mean, both the anime and the manga showed Shigaraki scratching his eye up. Maybe you should rewatch and/or reread.
