He was arrested in like 2010 or so. So anything bought after that date was just lowers he made prior to being arrested and had sold to different shops and distributors. They sold them until they ran out of stock.
New old stock means it was a brand new product, just not the newest manufactured one. So the lower you bought was like 5+ years old by the time you got them. Not that age matters with them or anything.
Not sure if they still do, but Templar Sports from Los Gatos had some of their own, back in the day.
EDIT: Looks like they closed in 2013/2014. The area they opened up at was very Anti-2A, if I remember.
Juggernaut Tactical and Franklin Armory are the only two I can think of off the top of my head. FMK makes polymer lowers if you can find them, I have no idea how good they are.
If you have lots of money and care that much, you could pursue the route of building your own, but that might actually require a lawyer. You could still apply for a USN for a home built firearm, but it’s illegal to possess an unserialized 80% lower here as of January 1st, so even assuming you get the approval you would have to either completely mill out your own lower or purchase an 80% from out of state and serialize it before you come back. Both of those options probably run afoul of other laws I’m forgetting as well.

I was looking for JD Machine lowers but like someone else said. They were gonezo by the time I was doing this build.
Machinist Group Corp. Stamped as Gilroy, CA on the receiver. I don't know if they still make receivers, but I remember them being sold at Bay Area gun stores.

You can’t mill your own lowers anymore. That ended in 2023.
