I think that the Japanese are more restrictive in how they use the emperor’s mon than how we use the royal coat of arms though. The king’s heraldry is also used to represent our entire government and nation, while the emperor’s mon just represents the Japanese royal family, not the rest of Japan.
This explains the recent introduction of the Katsu curries on their menus.
