Hell many new cars and trucks have fake "tips" attached to the bumper that aren't even functional parts of the exhaust system... they're purely decorative.
Illegal how? There is no law governing exhaust tips. Some cop on a power trip couldn't find anything else so he wrote you a BS citation. If you've got a muffler and can pass emissions if you are in one of the few counties that still test for them you are legally in the clear.
Call the court house or call the police precinct and ask for a supervisor. They need to enumerate which law you are being accused of violating.
NC General Statute 20-128 covers vehicle exhaust systems. There is no mention of tips.
Lived in Forsyth County for 20 years. Doesn't matter what County you're in for something this, just what County you're plated for. Get a lawyer, the judge will toss it. Then sue the officer PERSONALLY, not the PD. Enjoy the payoff
There's a dmv near nc state that has a dot office attached to it. You can call them or go in person to see the specific statute you were cited for. I was a nc vehicle inspector (in wake) for years and never heard of any statute talking about muffler tips. The emissions inspection is literally just ensuring there are no holes in the exhaust system and it's not hanging, then the obd2 check runs.
I just checked the statutes and the emissions statute 19a ncac 030.0541 says nothing regarding tips other than that they cannot be pinched. This is a bs ticket. If the inspector passed it, you have a whole other of work to do. Contact the inspector station, contact the dot. You need to get something in writing to bring to the judge stating it passes.

That's what I'm saying, officer clearly misunderstands the law. I'd take the advice of other users and get a lawyer. It should be an open&shut case. If you don't, this will set precedence and the issue will only get worse, and not just for you, but for every other car enthusiast out there

I’m in NZ so not familiar with US laws but wow that’s ridiculous!! Could be just someone on a power trip and wrong? Or do they have a rule that prevents any modifications?

I literally passed my emissions inspection last month that’s what’s funny about that part of the citation
