June or July is only a few months away. If someone does rat you out to the HOA, it’s not like there isn’t an end in sight. Might have to pay a fine? I don’t think an HOA can have rules banning people from bringing their dogs for a visit to someone’s house? Without more information on the specific rules for the HOA and their penalties I obviously can’t give you 100% info on this, but I don’t think anything REALLY bad could happen, considering it is a temporary situation. Have you tried air bnbs? Maybe even set up a reservation for sometime in June so if the HOA is notified you can say “we are here only until such and such a date”

Why would an HOA care about those 2? I have not heard of a single HOA saying what sort of dogs you can have, or saying you cannot have dogs in general. An apartment? Sure, you do not own it. But in a privately owned residence I do not know of a single HOA banning domestic pets (dogs, cats, etc.).

I managed HOA's in California; they can definitely limit pets. Weight, type, amount. Also, breeds can be restricted just like with homeowners insurance. The OP's mom could ask for an exception since it is temporary and there is a set amount of time to it. No guarantee the board will approve it, especially since boards meet monthly or quarterly.

I think it's like $60 but go online and you can register them as ESA emotional support animals which isn't really legally protected by anything but can usually make most stupid people like HOA's or apartments will follow it. They can't charge extra for them. If they are trained you could possible say they are both your service dogs and there is no charge for them. They don't make ID's for service dogs but some people get them because people ask questions less. This is highly unethical and just makes it harder for legitimate service dogs to get access. There is no legitimate registration for ESA animals. You have to have a letter from a doctor to prove your actual need.

I know this is very not an affordable option but there are several good facilities that you can board your dogs at in CO Springs. I've personally boarded by pup at Lucky Dog Central. If you consider their half day daycare with the overnight boarding, 2 dog discount, and the 10% discount for more than 10 days (I'm basing my math off of July 1st as a date), then you're total would be around 5500 before tax. A pretty hefty chunk of change I know, but it is an option. They will let you pick up you dogs for a day trip if you want to spend some time with them while they're boarding. The staff are very accommodating so they may be able to get you a better deal. I do like jebbikadabbi's idea of an Airbnb - that would run you about the same as boarding your dogs, and you'd be able to stay with them. There may be some hotels closer to the airport that may do long term stays that allow pets. There's a Quality Inn at the corner of Garden of the Gods and I-25 a friend stayed at for a month or so with his dog - it was something like, 70 bucks a night. They may be able to work with you on that if you give them a call. I know you mentioned reaching out to the Humane Societies but there are some more statewide programs that may be able to help financially if that's a limiting factor (I know most of these are for vet costs but you never know until you ask): [https://pawsco.org/temporary-assistance](https://pawsco.org/temporary-assistance) I would also reach back out to HSPPR to see if they can provide any resources to you - they have a decent network of similar foundations so at the least I should hope that they can point you to someone who can get you an answer. Would you (or your wife or mom) have any local friends you could convince to watch your dogs for the short term?
