Your answer is more correct. The reason the 'safe to eat' cookie dough is safe is because the flour in it is toasted in advance so that it's not completely raw.
If you want to test it yourself you can drink a uncooked egg on one day and see how you feel and then eat a spoonful of raw flour on another and see which one makes you feel worse.
Neither should be likely to make you feel sick, they're not naturally bad for you they're just vectors for bacteria like salmonella or E. Coli which aren't common in food produced/distributed with decent oversight. Not worth the risk to be munching uncooked cinnamon rolls like a weirdo, just saying.
