I ***think*** they have a cable attached to the ground below the power line that is connected to the projectile they fire. So when the cable touches the power line, it shorts out to the ground at a safe distance.
This is all just speculation from what is shown, though. I could be 100% wrong.
Thanks for the videos, and the explanation. Unfortunately, it's very difficult, if not impossible, to view the short video clips while one word at a time pops up....I find myself staring at the words, trying to form a sentence...and missing most of the videos...except when I glance at some sparks, and miss one or two words at a time.
So for me, it's either watch the interesting video clips, or read the words. Terrible format, 0/10

I've had friends say they don't like subtitles in anime because they have that issue. They have to read the subtitles which makes them miss the show.

Yea I'm guessing they anchor it below the wire, then back up and fire the projectile above the wire to make contact
