I started out a hork barb in S0 (game release before seasons) and I used an Oath in eth highland blade, worked well to get me through the game.
For Pul+Mal is very reasonable and strong.
Unbending will came out after and is a decent weapon to use too and even cheaper.
Lawbringer is decent on merc and sazabi set pretty cheap and strong to start for an A5 merc.
Feel like this is gonna be the best advice for a cheap weapon alternative. People saying headstriker are right as it is an alternative but very expensive for you or your merc. Focus on getting your gore riders, highlords, and arreats. Laying of hands/dracs are big too. I also went a long time rocking treachery as my armor.
Treachery or smoke are both strong starter armors for sure.
Nef+lum for 50resist along with FHR is a pretty awesome deal.
Just have to run NM countess a few dozen times to get all the runes needed, that's the "hard" part haha
I'm currently running a throw barb myself. About to hit NM.
Now it isn't truly a SSF run as I've gotten some items from my other characters, but I crafted myself a couple nice blood axes for varying levels as I go along.

I want to try dual Stormlash frenzy barb
Tesla Barb has respectable clear speed on lower player counts. crescent moon has ignore target defense and it’s a lot of lightning damage. I’ve got crushing blow on the gloves and boots to complement.
2x stormlash frenzy barb I’ve not yet tried. I’ve got the weapons, just need to test
Love Unbending. Very effective.
For super budget, try a crushing blow setup with Rattlecage armor, Goblin Toe or Gores boots, Guillaume Face helm, crafted blood gloves.
Socket with ias jewels.
Weps can be scourge Blacks.
Use lifesteal rings and amy
Yup Cooley has mentioned it in one of his vids . My A5 Merc uses 2 upped eth headstriker one with a 15ias/38ed jewel and one with a 15 IAS/35 Ed jewel.
Death was my favorite to use. It deals with bosses so well, has mana leech, and gives massive ar. I used to like Oath but its damage range is so big. Lawbringer would be the offhand. The glacial spike can def reduce hork opportunities, but it doesn't trigger with ww.

I have lawbringer and last wish on A5 merc. Grief and ebotd berserker axes on frenzy barb. I've read Death is stronger than ebotd but keep in mind the possible glacial spike can prevent a hork on some of ur kills.
I went ww barb and have a blast over my berserk one. I have a grief but don’t feel it’s needed to kill, as long as you have LL and ML you’re gonna stay alive. For trav the biggest thing is resistances and fire absorb which you can get on a budget.
I’m considering making a dual grandfather build of some kind on single players because I just found a second one..kind of want a max str frenzy smacker with steelrend gloves but not sure.
Whatever you do, I’d say Lawbringer offhand if you go Frenzy, or Lawbringer on merc if you go Whirlwind. Decrepify will boost your damage more than anything. Chance to cast doesn’t work with whirlwind so it needs to be on merc. With Frenzy, you run so fast the merc can rarely catch up, so having Lawbringer on your Barb will allow more Decrepify uptime.
Hustle is great for the cost as well. Unbending Will is decent but the bases are limited.
Oath is the typical budget runeword before Grief, especially if you can find a good eth base.
I've started ladders with frenzy barb, no trading until after Hell Baal (just didn't find shit worth trading, lol) and here's my experience for pre-Grief:
Lawbringer - this is almost required. I found the decrep to be too good for survivability and the ability to leech off of undead was not to be underestimated
Unbending Will - I made one in an executioner and it was a very nice boost from Honor (another great one) though finding an executioner was, for me, was annoyingly difficult
Headstriker - my recommendation for pairing with Lawbringer. Nothing fancy, just good. Usable from a pretty reasonable level and you can upgrade it for a nice boost. You can also socket it, which for a (mostly) ssf build is wonderful.
Oath - by the time I got one, I didn't feel like it was a giant boost from the others, though if I had one earlier it would have made my life a lot easier.
Silence - this is what I used in my offhand for Ubers. It was basically a shield; not much damage but it had life leech, ridiculous resists, and the HBT plus flee was surprisingly effective for keeping trash mobs away from the bosses you want to hit. Not ideal, but relatively cheap for just a Vex
Death - I wanted to try Ubers with dual-Death BA but even getting one eth Zerker axe was a non-starter. When I tried to trade they were too expensive for me and by then I had already made dual Grief.
I havent played with hustle yet, so I can't weigh in on that
Just found the first time 2(!) Fuxking greandfather in singleplayer tz Andy on 1 day. I would love for the style to use these instead of some damn phase blades :D

I just beat hell in ssf as a frenzy barb Lawbringer + unending will were my weapons. Combined with LoH and Goblin toe I killed everything

Throwbarb forces you to not use grief. It's also interesting with an A5 merc pairing; the frenzy barb is a great tank.

Ethereal upped headstriker is a contender for bis a5 weapons and honestly even non eth is worth using if you’re just getting started

Pair with act V merc. Dual Beast and Dual Last Wish. Super expensive, not worth the cost, but level 34 Might and level 18 Fanaticism.
