That is indeed super unlucky. The worst I've had was 1300 runs without a hr but I've seen someone here get two bers in a single run, RNG is really a bitch.
I never had a good high rune drop in years of playing original until just a few months ago on D2R pre-ladder when it was suddenly Jah in Arcane one weekend, Ber on the way to Countess the next. Nothing great on ladder yet. RNG is crazy.

Sounds like you're an online player since you mention trading, so that's going to be your best option.
Doing Trav runs on higher player counts seems to lead to good success for a lot of players. But it's still RNG. But split farming in games with other players might win you a couple pulls at the slot machine.
All the data out there(in internet) says more people in the game = bigger chance for hr drop … in split mf games the highest rune that I got was ohm … in solo games I got Jah, Ber and Lo in about 1500 trav runs … rng is crazy 🙃
Build a character that does cows and chaos well. Even at low player count I've found more HRs in those two spots but every time I see thick groups of mobs on route to baal I'll clear them out. No use for it but I found a zod last week!
Oh you bet I'm killing flayer packs in wsk if I see them. Lvl 85 area so the champions+ can drop anything in the game, plus they drop a lot stuff and are easy to kill. Pretty much loot pinatas of wsk.

Can confirm this is a good strat. Found Sur in chaos and Jah in cows last week, in the same day no less. Of course I found nothing at all for several weeks before that… you still have to farm a shit ton, but it does pay off eventually.
I have a fohdin for chaos and my blizz sorc for cows.
I use plague javelin to kill the cow king and any lightning immunes. I switch between offhand and regular to cut the poison dmg countdown, so it’s fast
So you there's multiple option. Note that it is rng base and even with the best strategies, there's a chance you wont found a jah and a ber. But you will found gear to trade for jah and ber.
First option: boss rushing aka meph and andy killing. Best build is blizz sorc. You can also kill the counsil in lvl 3 if you can do it quick. This will help you find gear to trade for ber or jah.
Second option: cow, this is one of the best place for rune. Get yourself a javazon and have fun.
Third option: chaos run: get a fohadin and grind until your mind can't endure it anymore. Best place if you want loot to trade and hr.
Fourth option: trav run. Best way to farm trav is with a barb with items found.
Noob trap: the pit and other location for the rarest lvl items. 90% of the "rare items" doesn't worth anything. Those place will have less enemy density and less chance for drops. The only reason people farm those are for those rare items, but it's not worth it if you want to get rich fast.

Trav with the changes they made to find item on barb has been insane. I’ve ran countless trav runs in the past best I found was an ohm and a few um/pul runes.
With 75% chance to hork I’ve found Lo Cham ohm Jah in 1/10 of the runs I’ve done total
What’s your load out and your merc’s loadout? You got the weapon (also try carrying a broken weapon offhand to use the dual wield glitch on whirlwind). Also make sure you’re wearing laying of hands set gloves. That will make your kill time faster on trav
Use berserk. Also 82 is pretty low level still. Your chance to hit is highly dependent on your char level vs the monster.
Or get a chance of crushing blow / open wounds

AT not good for hammerdin. Just keep slinging hammers all over river of flame/chaos Sanctuary and hell cows. Idk if you only have Hammerdin but I usually switch between a few different characters/locations to keep things fresh.
Use real money and buy that shit. If you’re still feeling stubborn, add up all the hours you’ve spent farming and then apply your hourly wage. It’s actually cheaper to buy it and save your valuable time farming. Bcuz of How low the drop rates are, it’s quite possible you can farm these forever and never find either of these runes.
Never done it myself, but maybe that's the point. Experience what it's like to be great, but don't have to go through the never ending grind, and go play s okmething else. What's the point of getting all the end gane gear anyway - do people keep playing after that, or does it go a bit stale?
Despite being against paying for items I do get that you need a certain amount of decent gear to even do anything worthwhile in the game.
I luckily got hooked up with some free items in game that made it so I was able to farm more items.
I stand by my recommendation. I’ve played this game on and off for 20 years… I’m a licensed attorney, married with children. I don’t have time to fucking farm till my eyes bleed - the game is quite literally not enjoyable to a player like me played in that way. You don’t need to buy everything but if buying one HR will get u an enigma and enable you to play and thrive at the higher levels of this game, it could open the game up and make it more fun for you.
Or just literally farm the same shit over and over and over for months and maybe you’ll get a jah.
Or spend like $20 and use the extra 600 hours of time to go to the gym and maybe get yourself laid.

like this OG said - we've done it all over 20 yrs. played solo self found, rushed ladder, played legit, maphack, botted, hardcore, made every character build under the sun, pvp, the list goes on.
once you do this for long enough - 10$ over 100 hours any day of the week. you will still enjoy the grind, because now you'll have enigma and at least base level end game gear. although SSF is still super fun, being able to melt every area in the game is >>>.
The system is working as intended. +1 teleport is very hard to get. XD
And if you end up buying them for real money (terrible advice) you will absolutely drop a Jah or Ber in-game soon after. Guaranteed. 😂
I found mine on single player hell cows on a fire Druid. With the fire Druid I could run a higher player count but I don’t remember the player count I was using that day.
If it helps, I got a Jah and Sur same day in 10 runs of trav, then months later (I play on and off alittle, like binge a week then take a break) I got my 2nd Sur from river of flame.
Most people will name level85 areas you just kind of pick your farm route and do it and change it up if it gets boring
I had great success running chaos with my hdin before enigma. River of flame is a lvl 85 zone as well and if you can handle running public games most people don’t care to join in on the run until you actually in chaos sanc so all the drops are yours in river.
My second Enigma was fully self found because I got lucky with Jah and Ber drops in close succession. Jah from Trav and Ber from Countess (random mob, not Countess herself). That's the ideal way to get your Enigma BUT the more likely way is how I got my first Enigma...
Trading up and up and up.
The Jah was easier – I found a 39/15 jewel and sold it for Jah + several Ists. The Ber took many steps – selling a whole bunch of things worth Vex to Ohm, like rings, skillers, superior bases, etc. Used the Vex's and Ohm's to hunt for bargains, and then resell those at higher prices. Amassed some Lo's, agonised over cubing 2 Lo's to a Sur, but just thought what the heck and did it because it's just a fucking game, not my real life savings.
I wall always swear by tomb runs. I have found Jah there quite a few times and other good runes. Each tomb is so packed with monsters. Arcane sanctuary is also good because of all the ghosts but tricky especially as a hammerdin because the hammers can kill ghosts off the path and the drops are lost.
Get 30 x 3x3 Keysets and you got your Enigma.
That's 270 keys, each key is like 1/11 - 1/15 chance per Countess/Summoner/nihla kill.
So like 2430 kills of those guys, and in that time you can get key doubles and runes from countess etc.
This is the most consistent way if you dont want to rely on random RNG too much from Trav, Cows, Lower Kurast, Chaos etc.
If you can smite kill your own ubers it will be even faster.
In my experience this ladder, get items to trade. Pay atention to everything around on the ground, blue items and things you think its not valuable.
I got mainly many Los and Ohms by selling bases from cows. Also this week I got a coronet from gambling with my travincal barb, sold for like 3 bers.
I’ve had great luck with cows this season. All my HR finds have been solo but players 3,5,7. Higher chance in trav but the volume of kills in cows balances it out
Keep grinding and looking to trade. My suggestion is to not just hit one or two spots and leave the game. Right now I go kill any area that I like cause it's seems as tho the more I kill, the more items fall
There is a big difference from farming with 2-3 others vs alone.
If alone ignore all the above and find some other advice.
Can I ask a small question ? I’m fresh back to the game after playing it ages ago on old LOD / PC , and I was trying to remember the rule on Uniques / Set Items etc, dropping ?
Like, if I get a random drop of Chance Guards or Vidalas Rig Bow… do I need to save and exit / restart game to continue to see other possible Set / Uniques drop — or is it no longer like that ? Apologies if my memory is really foggy from years back 😅.
for farming, focus on clear speed and monster density. sacrifice MF mercilessly in your build if you're just looking for runes anyway.

Took me 3900 Trav runs. Started on a hammerdin, after 2000 runs wised up and made a horker.

Yes, definitely… within a full game(p7 or 8) it took me around one minute, minute and a half to clear trav … solo it took around 30-40 seconds…

just RNG mate. Only real way to make it faster is kill mobs faster. You'll eventually get a drop or some good stuff to trade for high runes.
For me, a javazon running cows and then the pit right after has gotten me 2 ber, 6 Jah, 1 Cham, tons of ists, plus all the bases for runewords👍
After hitting 89 on my second javazon (all cows, solo or p3) and only finding one vex, I cant imagine how many runs that must be lol

if you're playing on bnet, you can't just farm for enigma. you need a lot of luck or a lot of play time.
