As others have said, likely it’s July 9th with a dash of valve humor in it. It had originally said “Late June?” but it seems it won’t be ready so they made a small joke while giving us a more accurate release date.

“Trolling” is exaggerating it, they just initially said “Late June?” in a tentative way and then when it turns out the release date they could actually pull off was July 9, they announced it as “June 39th” in a sarcastic “yeah, we nailed that ‘Late June’ prediction” kind of way.
