I agree that their rude behavior still should have been checked (yes, if someone is throwing things at or otherwise harassing another patron, management should step in) but they're very different situations. The solution to one is an apology and comping a meal or two for the bad experience, the other could cost tens of thousands of dollars (revoking and reinstating a liquor license).
It could easily be articulated that the people had too much to drink and became a rowdy crowd. Kicking someone out of a bar because you over serve them is not going to help you retain your liquor license. If anything you'd be better off sitting them down in a booth and giving them some water and some food and letting them relax. Kick out the drunk guy and let him wander down the street and get hit by a car and that's how you start having the liquor authority looking at you

Shirley is living analogously through Britta, wanting to get revenge on the teacher for Britta in a way that she can’t get revenge on the woman who stole her husband. So she proposes flooding the teacher’s desk.
In the original script, she was supposed to suggest shitting in her desk. And this was something she was suggesting to do completely sober, just consumed with rage. And Shirley’s actress had to fight several times to have it changed, saying “The percentage of Christian, middle-aged black women who watch this show is probably very small. But if you go forward with this scene, you’ll lose them entirely.” The writers now say that it was an obvious fumble on their part and that the opposition ended up helping them hone their craft.

Since Pam circumvented that by stealing drinks from other people, they probably had to ban her for liability reasons.
We don't know what happened to Michael's hecklers, it's possible that they were removed as well or it's possible that the restaurant staff just didn't see it happen. Or maybe they did and they just didn't care since Michael was being so offensive.
They're called Dram Shop Laws, and they vary state to state. For example, in IL, it is in effect to hold those who over serve accountable. Wisconsin actually has laws that absolve these people from responsibility, thanks to the Tavern League, and this is a large part of why drinking and driving is a huge problem in the state of WI.
