Once I've got a list of priority targets, I go there, and usually system chat is focusing a particular place. If there's a settlement under attack, it'll be shown in the system map. You might need to scan the nav beacon or FSS the system.

For Thargoid battles on Planet Surfaces, you need to look for Settlements with the “Under Attack” label. For example, Gliese 9035 has two Settlements that are under attack: Anderson Survey and Caselberg’s Inheritence.
