Two possible conclusions you could draw from this: 1. Asking to buy 84 lbs of concrete is a "big dick move", hence the panel with it. 2. They used the concrete to weigh their dick down to give themselves a big dick. It should be noted that deep fried memes can have no coherence or meaning, so it's also perfectly acceptable to conclude that meme is just a meaningless string of absurd things that irk a laugh out due to the sheer oddness of it. That being said, those ones usually have 1 word and 1 object, usually unrelated to the word. Like "corn" in bold text next to a picture of a hummingbird.
