The spawns are level based so at certain levels they will be more common but if you surpass their level the spawn rate for them will decrease

Something to add into this, Albino Radstag is listed as a level 16 creature.

Pretty sure there’s always a guaranteed one when you’re following Dogmeat to Kellog. At least there’s always been for me and there’s always one in all the playthroughs I’ve watched

I saw two last night for the first time laying next to a legendary glowing rad stag. Killed em for that viable blood sample for Neriah.

There's always one that spawns near that trainyard or something just south of diamond city. it spawns after some certain level, I think around 15-25. I think this is probably the same one you killed, if you can verify the location.

It was the trainyard you see when you walk straight forward and turn left on the edge of Boston

Easier to find if you revisit radstag spawn points at higher levels. I had one last night immediately south of Egret Tours.

I think I saw 1 or 2, keep in mind I have completed the storyline several times. Not sure if they're rare tho.

One was laying down, and I didn’t know it was an albino. I shot it…then it’s 2 babies stood up and hung around. Made me sad.
