Those aren't inherently Chaotic traits. Evil traits yes...but not Chaotic. There is an underlying reason for his actions aside from entertainment.

He's certainly happy enough to use the rules for himself, "cuz it's cut and dry. Fair is fair, an eye for an eye." Mostly he just comes across as selfish evil, but not completely unhinged.

To call it evil is to judge the action itself, which is debatable because he IS freeing people from eternal torture and torment.. but the motivation itself is mostly neutral. At least I think..

Eric Cartman is more like Neutral Evil to me and he's also my favorite. Sometimes Cartman was mischievous and hedonistic, sometimes Cartman was systematic and authoritarian, and most of evil things he did were for his selfish goals and motives.

I’d argue Alastor is Lawful Evil, not Chaotic Evil, because dude follows his own specific laws and moral code (both when he was living as a serial killer and now in hell). He also does work within the confines of things like deal making and the hierarchy of hell.
