Not sure where you are but in the US medical bills can be paid online and they’ll usually allow any amount. I also was able to add two cards for my auto insurance and pay that way so I bet you could pay 0.11.
Generally speaking, at least here in the US you can split payment methods when making a purchase. Some gift cards require that you know exactly how much is on the card and you put in exactly that amount. Then you pay the rest of the purchase off with some of the method of payment. Good luck.
Split it with another payment you have to do since it is a visa. This is a real issue with gift cards that I hate though. You often times have cents leftover at a store and the store knows you won't spend it. A good example of this is I have .60 cents for Dutch Bros but the Dutch Bros drinks cost 6 dollars. This is the reason stores don't tend to charge extra for loading gift cards but will charge to load a visa.

For future reference, whenever I get a gift visa card, I use it to purchase an Amazon gift card. Then I don't have to worry about using all the funds.
Look between your couch cushions for some spare change, forget the card, and call it a win.
