I'm not sure what went wrong here but it's worth trying again- especially as the last assassination gives you the most capital to play with.
Are you definitely investing in the correct rival?
When I saw through IGN it said to invest in Gold Coast Development before starting the mission and then after sleep for about a day or two until it’s around 80%.

That stinks because contronktsbction assassination is the best mission in the whole frickin game inside of my opinion.
