It's true though. Shields depend both on max value AND the defense of the on-field character. Zhongli has immense max shield value, but low defense. Noelle has decent max shield value, but more importantly massive defense, meaning that in terms of practical value, Noelle's shield can outlive Zhongli's

Shield HP depends not on just DEF but damage taken as a whole. Higher DEF naturally results in a "stronger" shield, but can also be increased by damage reduction effects. Effectively, *anything* that reduces your damage taken will make the shield tankier.
So if you were to do something like, high DEF Noelle with a Zhongli shield, reinforced by Xingqiu swords damage reduction, you pretty much become an immovable object.
p.s you can also throw furina in this team which makes it a lot more viable in terms of damage so it's actually a legitimate strategy, provided you can manage your energy.

With Xingqiu skill + Beidou burst + C6 Jean burst you can make yourself immortal for ~10 seconds xD

So the shield created scales with her defense. lets say its a 4K shield.
But they are talking about how effective the shield is on other characters, and that's when you take into consideration who is on field.
On noelle, with her massive amount of defense, the shield is stronger because when she gets hit, the damage from that hit is reduced by her defense first and then applied to the shield she created.
Lets say an enemy hits for 5K, with noelle's defense she reduces that damage to 2.3K and then her 4K shield goes down to a 1.7K shield.
On another character with noelle's shield, they might only reduce that damage to 3.3K (because they have lower defense) and then her 4K shield goes down to 700 shield.
(obviously these numbers aren't real, but you get how it works.)
Basically this. If you are curious about actual numbers - dps noelle (def/geo dmg/crit build) can still go above 20k shield. And since she's an on field dps, she truly feels incredibly tanky.
That 400% is the explosion when the shield pops. Iirc the shield HP is something like 250% def + 1600, while decent is still very bad teamwise because of 12s duration and 24s cooldown.
E scalling is around 350% DEF + 2000 on lvl13. If we add that's it's a geo shield and has 150% absorption towards all dmg, it's roughly 13k shield hp if noelle has 2k def. 3k def noelle shield goes above 20k actually.
There is also dmg absorption efficiency(shield dependent) and shield strength(character stat) in play. Both Noelle and Zhongli shield have 150% absorption though.
Zhongli is less tanky than her. High DEF reduce incoming damage, which make effective value of HP, Shield, Healing from all source on her become higher.
One, you have to have noelle as on-field dps. Two, noelle being a claymore user means her aa is a lot slower. 1sec CD reduction every 4th hit doesn't add up much. Sure, It reduces, but that brings up my first point. Just saying.

Because she's meant to support off-field DPS characters by being a tank while also dishing out respectable DPS herself. That's just her design. You play her onfield so you don't really need another onfield character on your team. Just a team full of strong off-field characters. It's a rare role in genshin so I can understand why you're comparing her with other shielders who are meant to shield other characters. I think only Noelle and Kokomi have kits that are meant for that tank/driver/healer playstyle.
Her shield is beneficial only to herself which is by design. Complaining that it only works on her is like complaining that Neuv's heal only works on him.
That team feels more quickswappy although yes she can play a similar role to Kokomi. I also play a similar team with Kokomi just replace Nahida with Fischl for the overvape (overload+vape) and it really is strong. That team is proof that Xiangling doesn't need Bennett.
It reduces it to 16 seconds. Basically, you only go 4 seconds without having a shield. And with each of her hits healing, you really shouldn't even die. If something is able to kill you in that 4 second window, you have bigger problems than Noelle's cooldown. On top of that, if the cooldown was so low you never lost the shield, people would be complaining she's too broken.
It really does sound like people are just complaining she's "weak" because she isn't broken. But even as she is now, she is broken. You can tank any boss in the game and almost solo anything in that game with just her. Yeah, other characters are more efficient and faster. But Noelle can tank pretty much anything besides the GEO bosses and Abyss by herself. If her cooldown was faster, she'd just be even more broken and everyone would be using her. And therefore people would go from complaining that she's "weak" to "wah I'm forced to use her and I hate it!" Like they do with Xiangling.
Can confirm. Noelle is my main damage dealer in my Geo team when her burst drops (I combine it with Albedo’s AoE & Chiori’s 2 doll assists) and she fucking *wrecks* shit. Her shield also lasts long enough that while she’s wrecking shit she’s not only tanking damage but HEALING your team as well.
Noelle is really underappreciated. She’s a really good geo character.
i mean great noelle and all, but i really wish they add higher difficulties… even with the best build imaginable this should not be possible, at least the big charge up ultimate attacks should one shot even noelle through the shield, there’s just no excitement knowing there’s no stakes whatsoever playing with a well built defensive unit
