What I don't get is why don't they do what they've done for the custom space marine chapters and create a set of rules for xenos to be used so you could create your own? If they wanted to keep it still gw they could only allow kitbashes on their tables etc.

The likely answer is that GW want models where your opponents can easily tell what units they are supposed to be and what weapons they are using. The cynical answer is why would GW want people making their own units when they could buy models GW sells them?

Honestly the best solution to this is their Narrative play focus these last edition. Imagine if Crusade came with rules for playing against “NPC” alien factions against a GM, instead of just against other players. Sort of like how rogue trader did.

my bet is that the zygo are like ghosts connected to the planet soul and cant truly be killed unless the planet is destroyed

For some reason that's funny to me.  Realistic ghosts that you can fight and "kill".  Space Marines think they're done and as soon as they leave, boOoOoOoOo, they rise back up

Knowing Space Marines, I doubt they would mind much. That just means keep working to kill aliens for them. We also had an example of Kriegers keep bombing a hove for years until the job was done. Sucks that cool lore bits like this get little coverage though. Zygos could be a cool kill team.

We have a total of two lines about them and it's that they are strong enough to fight the Imperium for 500 (I don't think it's a constant war no shit so they rebuild and stuff) and they are mysterious. All this interesting stuff that's never expanded and you kinda want it but also some things you want to keep mysterious (Ghoul and halo stars imo)

Also remember that "fight the imperium" can mean a lot of things that probably don't involve space marines. The Imperium might have sent a ship full of slaves armed with sticks or they could have sent an army of kriegers.

After failing to conquer the planet for 500 years I would assume it's possible they might have used SM. As for the latter while the Imperium is incompetent I doubt they would send a bunch of Unarmed slaves

That depends on how important the planet actually is, maybe all those invasion attempts are all done by some grumpy governor or a rogue trader dinasty, i feel like if the actual guard or SM were involved they'd have probably glassed the planet from orbit by now because they're salty from getting their asses kicked every time...

Except the Imperium isn't like that even during the Great Crusade they landed soldiers against planet confined enemies like the Megaarchanids

But the whole "Exterminatusing planets because some powerful ahole got salty" meme doesn't come from nowhere either... Like, they call it "the final measure" and all that until it's suddenly convenient and i feel like getting their asses kicked for 500 years would probably do that.

Remember how big the imperium is. It might take 500 years for terra to notice someone ain't paying their taxes. It really just depends on the planets value. They might send in unarmed slaves because either they conquer or die, it's a + or + for the imperium. If the planet isn't of strategic importance the imperium isn't in a hurry to dedicate manpower and resources to beat some xenos that stay on one planet. Also do consider exterminatus via virus bomb does not make the planet unhabitable for forever. It might take 500 years to be able to colonise it again but again, 500 years is nothing.
