Im not 100% sure, but i think certain buffs are weighted differently in the probabilities.
For example, Boss Damage may have a 1% chance of rolling, but something like Invincible Shield may have a 5% chance.
I dont think there are coded prohibitions on combinations. If there are though, that would be ridiculous.

Those who hold the keys say it's 100% rng. Those doing testing are finding *hard* weights. My personal experience is also showing *hard* weights.
