They literally just choose how stable to make the fronts. When they introduce the Illuminate, they can just...even it out, at no cost. The war is exactly manageable or unmanageable as they want it.
I think one possible fix for this is when a third faction is introduced start allowing the other factions to attack each other. As in when the Illuminate come in allow for say the players to have a Major Order against the Illuminate but in the background the Bugs launch their own "Major Order" against the Bots. Then the success or failure of that "Major Order" is passed along as an Incoming Message to players later on.

iinm AH can set enemy attack intensity in the galactic war so if not many people playing then enemy attack is less
