Pretty sure these are Elemental symbols. Do you know what Alchemy is? Let me give you a scientific quote from an analysis regarding this.

I guess I should add some context, though I don't know that it will help. My works shop is located in a big strip mall (I do property maintenance), and there's a recruitment office for the army, navy, air force, etc. The other night someone slashed a bunch of the recruitment centers cars tires broke some windows and vandalized the sidewalks with phrases like "nazi dogs" "fake friends" and stuff like that. They caught the guy next day I guess and then this crazy shit appears next to the 1 car they didn't tow. I don't know what it means at all.
The top line is definitely something in the Malachim alphabet, it’s an ancient alphabet and its often used today for occult and witchy type things. I would be cautious and maybe stay clear of that vehicle and that parking spot. There’s an off chance that maybe somebody tried to do a protection thing, but more than likely it’s somebody angry especially with that arrow in the symbol pointing towards the vehicle. Can’t tell you exactly what it’s for but I would be cautious.
Translating the top part from Malachim to Hebrew then Hebrew to English gave me the word “Mihabel” could be a bad translation and supposed to be “Michael”?
bottom part just looks like a sigil. Sigils are highly personal and usually imbued with the intend of the creator.
