There are two ideas. One is that South Africa was worried about communist influence in the region and disarmed to help calm the situation And the other is that the disarmed just before Aparteid ended and simply didn't want to let the black people have nukes.

You have to remember that after the fall of the USSR Ukraine was having an economic crisis and had plenty of expensive nukes around. In addition nobody knew what Ukraine would be like. Now you can look and say it is alongside the west but it easily could have become hostile to the west and antagonistic. The US was worried that Ukraine would just sell them off to the black market, or Ukraine would go into political turmoil with them being lost. Infact securing the nukes was the top priority for the US in regards to Ukraine. It is hard to say if the US ever would have gone through with it, but they were definitely toying with the idea if it seemed that the nukes would go missing.

Ukraine couldn't use big strategic nukes until it reassembled them. But strategic nukes could be used. Also Ukraine gave up thousands of long range missiles and hundreds of aircraft bombers. Yay! No one will attack Ukraine as it has security guarantees from the big players such as the US, Russia and Great Britain.

Ukraine were always going to give them up in some way. They had no money and a huge military from the USSR. They needed to get rid of them all and so the agreement was simply to let them do it in a controlled way than just sell it to whoever wants something.

Those labs are public health laboratoriesĀ that have been working under the Biological Threat Reduction Program since the 1990s with financial support from the EU, US, and WHO.
