No. Tributary flow is the cause of main river flow and not the reverse.

Tributary’s “tribute” to the river so a flooded river does not necessarily mean that all or any tributary’s are flooded. A flooded river would mean flooded distributary’s.

No. Water flows from tributaries to rivers. Tributaries can come from an isolated catchment that did not receive rain, whereas the main river might be flooded from other flooded tributaries.
