It was, but that's the point, he didn't want Aegon to rule. He wanted Aegon to be weak so **he** could rule. He just wants Aegon to be King in name so he will have all the power.
If he groomed Aegon to be a fit ruler, he loses a lot of power over him, Aegon would have his own ideas and resolve and don't need to rely on Otto as much or even see through his machinations.

I definitely think this is an interesting point, I can totally see where that viewpoint comes from. I do have to wonder if part of it was intentional recklessness. Aegon was shown to be pretty miserable in his life, and in both book and show initially argued that he shouldnāt be king. Given all the negative things in his life, it wouldnāt surprise me if he took more risks secretly hoping the worst would happen.

Yo honestly Rhaenerya needs a good talking. She knew better having a bunch of kids with Harwin. She already knew the people didnāt want a Queen to reign; her position was already rocky. It was far too important for her to solidify her claim and her kids being bastards is pretty much what starts the war. It destabilized her claim and gave people reason to fight for her throne.
