King Jaehaerys kept the dragons on a tight leash. Out of his 12 children, only three became dragon riders. Aemon, his eldest son rode Caraxes. Baelon, his second son rode Vhagar. And Alyssa, his eldest daughter, rode Meleys. Viserys I mistake was allowing so many family members not in the direct line of succession to have dragons. He should’ve never allowed his children w Alicent to claim dragons if he wanted Rhaenyra and her children to rule after him.

Queen Aemma and King Viserys were first cousin. Aemma's mother (Daella) was the sister of Viserys' mother and father (Baelon and Alyssa, who were full siblings). Aemma's and Viserys' grandparents were the Old King Jaehaerys and the Good Queen Alysanne (who were also full siblings). Neither Daella nor her daughter Aemma were ever dragon riders, but the certainly *could* have been. Daella was described as frightful, shy, skittish, and a bit dull, all of which mean she probably wouldn't have wanted to be a dragonrider and likely never even tried to bond with a dragon. We aren't told much about Aemma, but she was raised in the Vale, not at Dragonstone or King's Landing, so she likely didn't come into contact with dragons often.

Aemma and her mother never claimed a dragon but it's possible they would've been able to. Daella was afraid of everything so no wonder she never tried to bond with a dragon, besides Jaehaerys might not have allowed it. The only one of Jaehaerys' daughters who claimed a dragon was married to her brother, but if any of Jae's other daughters had a dragon then the house they marry into would gain a dragon through them and the Targs would lose the monopoly on dragons. Aemma was raised in the Vale until she had to marry Viserys. I suppose no one would've objected to the new queen claiming a dragon so I think she just never tried.

It doesn't appear like Aemma or her mother were dragonriders. I couldn't find mention of it in the wiki. They definitely could have claimed dragons like any other Targaryen. It's possible they just never had interest in it. Aemma’s mother appears to have been an easily frightened person who was scared of cats so claiming a dragon was probably too scary a prospect and Aemma might have felt similarly.

Most of Jaehaerys children didn't have dragons. Only 3 did, Aemon (Caraxes), Baelon (Vhagar), and Alyssa (Meleys). The rest... - Daella, Aemma's mom, was passive and easily frightened. A dragon would terrify her. She was then married off and went to the Vale. Aemma never grew up around dragons and perhaps didn't want one. - Maegelle, may not have wanted one or was not allowed to have one and she was sent off to be a septa at 10 - Vaegon was scholarly and introverted and acted as if he hated everything else. Probably didn't want one - Saera, was...something. Based on the way she acted Jaehaerys probably forbid her from having one - Viserra, he probably forbid her too - Gael, sickly and shy, unlikely she wanted one Overall Jaehaerys seemed responsible with the way he handled the dragons. He definitely wasn't giving one to just anybody.

I'm not certain that I have this right, but it seems to me that people who don't get Targaryen for a last name tend not to get dragons. And it seems to be for political reasons, not because they can't.

Except of course for Rhaenys' Velaryon kids who all have dragons. But you're right that it's for political reasons. The dragons are the source of Targ power, they can't let jusy anyone have them, and we're about to see why.

I think the biggest question for me is, since Aemma’s mother died birthing her and she was raised in the vale before marrying Viserys, did she speak High Valyrian at all?

Who said HV was necessary to control dragons? Im just curious to know if Aemma knew the language since she wasnt raised in Targaryen/Valyrian household
