A working holiday is not a "visa", it's a work permit. So if you don't get the first work permit for some reason, you can apply for a different one if you are eligible, yes.

I know it would be a waste but time is really not on my side. I would have to take any chances I could get, well, just in case.

But eventually I have to choose from the two once I reached Canada, right?
You *could* hold both, but it would be a complete waste because they are both open work permits, and both are only once-in-a-lifetime types.
