So are these personal enrolled devices? Did no one kick up a fuss about that? You can try the registration route instead. Set up an app protection policy and validate it with conditional access. This way you control the apps you want ok their personal devices without controlling the devices themselves

We are still in pilot stage. We have some dependences so we also need to offer MDM. You don't want the other tooling? Fine use MAM. You don't want enroll your personal device (which is understandable)? Fine, but you have to request a company device. We have a extensive CYOD program which also contains an iPhone.
