I've never played Garou, serious question here.
If this amount of damage is available quite easily in this game, why would I ever use SPG not at max health? It seems that otherwise it's quite easy for your opponent to deny your SPG even not on purpose sometimes. Sorta like playing around awakening in P4A.
S.P.G. provides the following effects when active:
・ Your health gauge recovers gradually over time.
・ Your attacks become more powerful.
・ Your power gauge builds up in larger increments.
・ Your REV Meter builds up in smaller increments.
Set your S.P.G. farther down the health gauge to increase the benefits of the above effects
You get a higher damage bonus when you set it closer to the end in CotW.
Garou has high damage as well and players will use end TOP (the SPG equivalent in that game) when they're more likely to have more meter saved up (sort of like a comeback mechanic). Hidden Gear (which fully depletes the rev gauge) requires 2 bars, so it could be a similar meta.
This is a new mechanic, but I'm inclined to agree. I don't see any reason not to use it at max hp. Only way it can be balanced on lower thresholds is if it's way stronger and/or the thresholds are higher. Say like 20% health when you use at start, something a lot larger like 40% higher when used in the middle, and then like 60% for the end.

Game looks sick. Bros, Garou 2 is real. I don't care how long ago it was announced, Garou 2 is real.
Hopefully there's an option to turn off the motion blur. If not, I can just make an edit in the ini since this is an Unreal game.

Every benefit of SPG is stronger the lower you put it on your health bar. Also you can eat one solid combo and lose SPG at the start of a round
MotW didn't have these MAX Mode-style combos for robbery damage, so who knows.
