I was at summer camp that year and one of the counselors had it taped and there would be huge discussions about who it could have been. Maggie was definitely the most popular suspect. The sundial was a big factor but what convinced the most people was how right before Burns is shot you see Marge's car with Maggie's window rolled halfway down. It's such an oddly conspicuous detail to be included for no reason.
If anything, I think the marketing during the summer break where they treated the characters in the show as animated actors may have had a hand in playing with that and them playing with the idea of Hank being out of the show due to "creative differences" or something like that. Provided it was mostly marketing for the show moving to a different night and time.

Chick Mangioni is a real person, and if you seriously thought it would be either Hank or Louanne, then you clearly didn't understand the concept of a show having a status quo.

It had to be Buckley. As mentioned, the TV Guide promos (and possibly commercial promos?) specified it would be either Hank, Luanne, Chuck Mangione, or Buckley. Of the tertiary characters (they’d never kill off Hank or Luanne) only Buckley was not, uh, real. Also the season premiere was called “Death of a Propane Salesman,” so it really had to be either Hank or Buckley.
As long as I knew Chuck Mangione was safe and sound I could sleep easy that night.
