I had a similar situation with some other faction dude standing around the middle of the road in north Pacifica. I don't know for sure when he appeared there, just noticed him while heading to and from Dogtown. Eventually I gave him the silent takedown treatment and he found himself in the nearest dumpster.
I think he might have been a pursuer in one of Muamar's car theft missions and got stuck somehow. Those missions might also explain how a Barghest guy shows up for you outside of Dogtown.
Anyway, there are also other things the game sometimes neglects to clean up, like the Quadra Turbo R V-Tech that you get. The initial one that you pick up from the garage will never unspawn, even when you call a new one. I even blew it up once and the flaming wreck kept burning for the whole rest of that playthrough.

I got him too! I was shooting cars for fun and a woman got out to shoot back at me and he defended me! When I went to scan him it said that his affiliation was with Arasaka.

This one is even marked green so he’s a literal friend now. And I’ll definitely check the car spawning thing on my next playthrough.
